Project Manager

The Project Manager will oversee project life cycles from initial estimate through delivery to the customer and warranty period. Project Managers are the company’s primary representative to the customer. Their primary responsibility is to ensure the customer is managed accordingly to allow for construction progress and that the customer receives what the contract calls for without getting more than is in the contract. This individual is also responsible to pursue change orders to maximize revenues. The project manager will also, participate in schedule development, assigning budgets into work break down structures, manage daily disruptions, and ensure the project moves forward safely, profitably, and on schedule.  Local candidates or those able to self-relocate are encouraged to apply.

Key Roles & Responsibilities

o Project Management for all aspects of US Navy, US Coast Guard, and other military or government vessels. Work with other departments in the shipyard to manage project engineering, equipment deliveries, and installation and commissioning.
o Ensure all contract requirements and terms are fulfilled in the required sequence, by both the customer and the shipyard.
o Work with QA to ensure all inspections and tests are completed as required.
o Lead the project team in resolving project related non-conformities/warranty issues.
o Ensure that each contract obligation is completed, reviewed, and delivered on time in a high-quality format through all process functions.
o Ensure that progress billings are presented to customer in accordance with purchase order provisions and that payment is received according to terms.
o Review and approve purchase documents
o Assist in the preparation of purchasing documents and ensure accuracy and meet contract requirements.
o Coordinates with estimating, engineering, and sales in the development of project, estimates, bids and initial work break down structure.
o Assist in the development of project schedules using scheduling software to address all phases of project development and construction including work sequence, critical paths, milestone timelines, material, and human resource requirements
o Provides periodic reports to management on resource allocation needs, performance to budget, performance to schedule, and critical milestone completion.
o Coordinates with production supervisors, engineering, purchasing and accounting to ensure risk mitigation during project development and monitoring progress of each team in order to resolve conflicts that will impact the project completion.
o Assist in the updating project schedules to reflect actual work completed and monitor progress throughout the build process.
o Responsible for conducting period project reviews and working with key stake holders.
o Manages and negotiates customer change order request and integrates changes into the overall build sequence.
o Creates lessons learned reports at the completion of each project and responsible for sharing learning outcomes with other project teams for continuous organizational improvement.
o Compare labor expenditures against the spending plan and report any variation and explain them.
o Overall responsibility for schedule adherence.


Mandatory Requirements
o Citizen of the United States
o Five (5) years' experience in shipyard project management, in new build or overhaul.
o Experience with commercial, contractual and legal aspects of Project Management in the shipbuilding industry.
o Familiarity with US Navy specifications (including NAVSEA Standard Items, government contracting, working knowledge of the Federal Acquisition Regulations, ABS rules, EPA, USCG regulations, and commercial terms and conditions
o Knowledge of OSHA/L&I and environmental regulations.
o Knowledge of Ship systems particularly how they relate to one-another and to construction/repair sequencing;
o Bachelor's Degree or equivalent education and experience.
o Computer literate, to include working knowledge of MS Office Products.
o Strong verbal and written skills.
o Familiar with quality assurance processes and regulatory requirements.
o Strong time management, organizational, and process improvement skills.

Preferred Experience
o Associates or bachelor's degree in Naval Architecture, Engineering, or other STEM discipline.
o Experience with Primavera 6 Scheduling Software
o Eight to ten years of relevant experience in ship construction or repair preferred; or equivalent combination of education and experience
o Marine technical education, Military service plus a minimum of 5 years in related industry role.
o PMP Certification.
